The Public Procurement Policy of the Government (2012) sets the objective of procuring minimum of 20% of their annual value of goods or services from SMEs. Out of 20% target of annual procurement from SMEs, a sub target of 4 % (i.e., 20% out of 20 %) will be earmarked for procurement from SMEs owned by the SC/ST entrepreneurs

In tender, participating SMEs quoting the price within the price band of L1+15% shall also be allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where L1 price is from someone other than a SME and such SME shall be allowed to supply up to 20 % of total tendered value.

In case of more than one such SME the supply shall be shared proportionately (to tendered value).

Also, that the Central Government ministries, departments, PSUs will continue to procure 358 items from SMEs which have been reserved for exclusive purchase from them.
